バーゼル銀行監督委員会（ＢＣＢＳ）は先日、ステファン・イングヴェス議長（スウェーデン・リクスバンク総裁）による、次のような声明文を掲載しています。

The Chairman of the Basel Committee reaffirms commitment to finalise post-crisis Basel III reforms(2017/03/02付　ＢＣＢＳウェブサイトより)

同氏の主張は次の通りです。

  1. The Basel Committee has made further progress towards the finalisation of the Basel?III reforms.
  2. Committee members reiterated their broad support for the key features of these reforms, which include revisions to the risk-weighted asset framework, the leverage ratio framework and the output floor.?The differences, where they remain, have narrowed and work continues to reach an agreement.
  3. While the finalisation of Basel?III will take longer than originally expected, the Committee remains determined to reach agreement on the remaining elements, and recognises the importance of providing clarity and certainty to all market participants.

これを仮訳すれば、次の通りです。
  1. 当委員会はバーゼルⅢ改革の最終化に向けたさらなる進捗を示した。
  2. 当委員会の委員は、リスク・ウェイトの枠組みの見直し、レバレッジ比率の枠組み、資本フロアの枠組みなどを含めた、これらの改革の鍵となる要素に対する幅広い支持を繰り返した。残された見解の相違は、合意に向けて引き続き縮小している。
  3. バーゼルⅢの最終化は当初の想定と比べて時間を要しているが、当委員会は残りの要素について、合意に達するという目標を引き続き掲げており、全ての市場参加者に対して明瞭さと確定を提供することの重要性を認識している。
この見解は、いわば、「資本フロア」や「内部格付手法のばらつきの軽減」、「標準的手法の改革」、「資本フロア」、「レバレッジ比率の最低規制」などを巡り、ＢＣＢＳ内部に見解の相違が残っていて、規制の最終化ができていないことを、ＢＣＢＳ自身が認めたものだと言っても良いでしょう。
